MICHIGAN Zoning Atlas
A team comprised of the University of Michigan, the Michigan Association of Planning, and Housing Next have analyzed the zoning codes in a Grand Rapids region pilot project that includes Ottawa, Kent, and Muskegon counties to jump-start the Michigan Zoning Atlas. The project is supported by the Michigan Economic Development Corporation, the University of Michigan Taubman College Pressing Matters grant program, and Kent County’s American Rescue Plan Act funds.

Zoning Reform Toolkit: 15 Tools to Expand Housing Choice + Supply: A 2022 report designed to help municipal leaders implement zoning reform.
Michigan’s Statewide Housing Plan: A 2022 plan led by the Michigan State Housing and Development Authority is the state’s first collaborative statewide housing plan.
Grand Rapids, Kent County, and Ottawa County Housing Needs Assessments: 2020 and 2021 reports which document housing needs in the Grand Rapids area, the atlas pilot location.
Michigan Zoning Database: A database documenting the considerations of renewable energy within the 1,856 jurisdictions in the state, which our project is building on.
